The 54 event cards are used in several ways. Some of the cards announce certain events, such as the declaration of war by a nation or the increase or decrease of the National Morale levels (the measure of production capacity) of the various nations. Other cards are secret cards that are only played at certain points during the war, allowing the purchase of special units or giving units special abilities.
